Seminario de Investigación "Business Cycles and Police Hires"

El seminario destinado a docentes, investigadores, becarios y estudiantes interesados en la temática, se realizó el viernes 19 de agosto a las 12:30 horas por videoconferencia. La presentación estuvo a cargo de Fernando Saltiel (McGill University).

Fernando Saltiel es Profesor Asistente en McGill University e Investigador afiliado al Institute for the Stuy of Labor (IZA) y Duke University. Tiene un PhD en Economía por University of Maryland y sus investigaciones se centran en temas de economía laboral, economía de la educación y econometría aplicada. Es Editor Asociado en Economía (LACEA)  y sus trabajos han sido publicados en revistas académicas como Journal of Applied Econometrics, European Economic Review, Economic Development and Cultural Change, Economics of Education Review y Economic Inquiry, entre otras. 

Abstract: We show that the quality of police hires varies over the business cycle. Police officers hired when the unemployment rate is high have fewer complaints and disciplinary actions than officers hired when the unemployment rate is low. In addition, those hired during worse economic times are less likely to be fired from their police agency. Effects are larger for younger workers who have weaker outside options in recessions. We also find that more people take entry exams when unemployment rates are high, and a smaller fraction of exam-takers fail the exam in those years. Our findings shed light on how outside options in the labor market affect the quality of police hires, and speak to the policy question of how agencies can attract better officers.
