Seminario de Investigación "Efficiency and Redistribution in Environmental Policy: An Equilibrium Analysis of Agricultural Supply Chains"
El seminario destinado a docentes, investigadores, becarios y estudiantes interesados en la temática, se realizó el martes 12 de diciembre a las 12:30 hs. en la sala 425, a cargo de Tomás Domínguez-Iino (University of Chicago Booth School of Business).
Tomás Domínguez-Iino es Profesor e investigador en la Escuela de Negocios Chicago Booth. Tiene un PhD en Economía por la Universidad de Nueva York y es Licenciado y Magister en Economía por la Universidad Torcuato Di Tella. Anteriormente se desempeñó como economista de la Sección de Comercio y Estudios Cuantitativos de la Reserva Federal de Estados Unidos. Sus investigaciones se centran en temas de organización industrial, comercio y economía ambiental y sus trabajos han sido publicados en revistas académicas como Handbook of Labor, Human Resources and Population Economics, entre otras.
Abstract: I build an empirical model of the South American agricultural sector to show how environmental policy is transmitted along a supply chain when regulation at the externality’s source is infeasible. Given obstacles to a carbon tax on farmers, I show how alternative market-based policies—downstream agribusiness taxes—reduce upstream emissions but their effectiveness is limited by international leakage and domestic mistargeting, while also being regressive. Agribusiness monopsony power worsens targeting by lowering pass-through to upstream farmers in uncompetitive and emissions-intense regions, thus eroding the Pigouvian signal where social cost is highest. By contrast, command-and-control tools perform robustly when markets face pre-existing distortions.
